CDF DISASTER FUND RESTORE KEY BRIDGE IN LUMEZI

Lumezi District is reconnecting communities by constructing bridges through the Constituency Development Fund (CDF) disaster component, which is restoring vital infrastructure damaged by heavy rains. While CDF primarily supports community projects, bursaries and empowerment programs, the 5 percent disaster allocation is playing a crucial role in rebuilding essential crossing points. Frequent heavy rains in the rural district often wash away bridges, cutting off residents from the Central Business District and critical services. One such bridge is the Katete Vented Bridge on the Lumezi-Chanyalubwe Road, which collapsed years after its construction in 2012, leaving motorists and pedestrians stranded during the rainy season. To resolve this, Lumezi Town Council allocated part of the 2022 CDF disaster fund and engaged a constractor to rehabilitate the bridge. Rehabilitation works began in January, with Council Chairperson, Oliver Mwale, stating the importance of restoring access to the district’s main hospital, boarding school and other essential services. During an inspection on Tuesday, 30th May, 2023, Eastern Province Permanent Secretary, Paul Thole praised Lumezi Town Council for effectively utilizing the disaster fund to rebuild washed-out crossing points. Chamtowa Ward Councillor, Davies Mwanza said residents were excited to see the government delivering on infrastructure restoration, reconnecting the valley and plateau areas.

WATER RETICULATION SYSTEM IN CHAMTOWA WARD

A team from Eastern Water and Sanitation Company EWSC is on the ground in Lumezi working on a water reticulation system with funding from the Constituency Development Fund CDF. Lumezi Town Council is working closely with EWSC to ensure that a water reticulation system is put up at the sub-centre with a target to connect households to tap running water. Lumezi residents’ main source of water includes boreholes and hand dug wells. Using CDF 2022 and 2023 allocation, the Local Authority through Eastern Water and Sanitation Company (EWSC) is working on a K3 million CDF financed water reticulation system. Current works being undertaken involves the laying of pipes following excavation works conducted. Later, the water utility company will erect a metallic water tank that will feed into the main supply line to households and business premises. This is the first time Lumezi is connecting to a water reticulation system. The project is anticipated to be fully complete and operationalized by end of February, 2024.

Lumezi Town Council has drilled 10 boreholes in Kaikumbe and Diwa Wards, to address water challenges being faced by the residents in the area. The water project has been implemented using the Constituency Development Fund,CDF, at a cost of 789,000 Kwacha.

LUKUSUZI LEADERS AND TEACHERS TO GET A NEW CDF CLASSROOM BLOCK.

What was regarded a neglected part of Lumezi District prior to the increase in Constituency Development Fund CDF allocations, the valley part of Lumezi is now receiving transformative infrastructure development, particularly in the education sector. Lukusuzi Primary School is one such facility in Mwanya Chiefdom that is about to benefit with a new and modern 1×3 classroom block from CDF after receiving an allocation of K1,145,149.64 with works awarded to Zumale General Dealers. Currently at 40 percent construction works, the new classroom infrastructure once completed will motivate learners and teachers given the improved learning environment to be provided. At the moment, learners are housed in a dilapidated school building, coupled with inadequate space to accommodate learners as some pupils go to an extent of learning under a tree due to the challenge. Lukusuzi Primary School Acting Headteacher Clement Nyoni is thankful to government for constructing a new classroom block and supply of new desks. “We have a challenge in terms of infrastructure because we don’t have enough classroom space to accommodate all learners, that is why sometimes we learn under a tree” Mr. Nyoni said. “This time, we have been given a new 1×3 block which is under construction through CDF. We thank the government for answering our prayer. In our case, we are feeling the impact of CDF because we have been given that chance to benefit from the 1×3 classroom block” he added. Mr. Nyoni has since urged government to continue with the spirit of spearheading meaningful development in rural areas through CDF and his hope is that other nearby schools will soon benefit from the public resources too. “Let government continue with the same spirit not only at Lukusuzi Primary School but even other schools should benefit from the same CDF under the New Dawn government.” Mr. Nyoni added.
